To the augmentation of your Salary as Recommended by the Lieut. Governor, the Secretary of State is likewise unable to accede, but remarks that he has perused with Satisfaction the favorable account of the manner in which,
you have twice performed the duty of Head of your Department.

Dear Sir,
I have much pleasure,
in complying with your Request
that I should add my testimony to that of your more immediate superiors as to the manner in which,
you have discharged your duties since your entrance upon them in the year 1841. I can say that you always appeared to me to have a good knowledge of your work, to be zealous in its performance, to be of diligent spirit and obliging manners. I can state, that during the two years in all when, owing to the absence of Lieutenant Veder you had the sole conduct of the Harbor Master's Department, under my Supervision, my office of Supervisor was almost a Sinecure, and that you earned the good opinion of myself, and at the same time, as I believe, gave full satisfaction to the community...
